PERMIT #: M-2004-031
INSPECTOR’S INITIALS: TOD
INSPECTION DATE: August 19, 2015
visual estimate, it appears that the water elevation along the western side of the Orr property had dropped roughly
2 feet. This assumption was made based on the debris hanging from the second strain of barbwire on the fence
around the Orr Property. The Orr property was much dryer then when the Orr property had been observed during
previous inspections. During the inspection water was observed seeping through the soil along the western side
of the Orr property (photo 6), the western portion of the Orr property slopes into the bull seep. The furthest western
portion of the Orr property remained saturated, but not inundated by mounded groundwater. The Division
believes it will take additional time for the furthest western portion of the Orr Property to dry out.
Based on observations made during the inspection, it appears that the temporary plan has begun to mitigate the
impacts of the groundwater mounding. The Division believes that it will take several months to completely
evaluate the effects of the temporary plan. The Division will continue to work closely with the Operator and the
adjacent landowner.
Roads:
All roads were stable and well maintained. No excessive dust was observed from mining activities.
Reclamation Success:
Reclamation is currently progressing as described in the approved reclamation plan. Large portions of the site
have been backfilled and graded. The Operator will need repair the 2013 flood damage.
Signs and Markers:
There was a permit sign at the main entrance to the site.
Inspection Contact Address
Connie Davis
Aggregate Industries - WCR, Inc.
1687 Cole Blvd., Ste. 300
Golden, CO 80401
CC: Wally Erickson, DRMS
Tony Waldron, DRMS
Steve O'Brian
Environment, Inc.
7985 Vance Dr., #205A
Arvada, CO 80003
Fred Orr
Equity Funding, LLC
5040 Acoma St
Denver, CO 80216
