SUBSIDENCE MONITORING PLAN - UNION PACIFIC'S ENERGY SPUR
WOLF CREED SEAM — LONGWALL PANELS 9 EAST THROUGH 3 EAST
MAY 1, 2015
Introduction
This document provides details of the monitoring program planned for sections of Union
Pacific's (UP) Energy Spur track that overlies longwall panels 9 East through 3 East. Predictions
of vertical subsidence resulting from planned longwall have been detailed in the SubTerra, Inc.
Report dated March 16, 2015. The layout of the Energy Spur track and Wolf Creek seam mine
workings is shown on Exhibit A.
Subsidence Monitoring During Planned Remediation
The monitoring plan for each of the panels is as follows:
Prior to Longwall Minim
• Twentymile Coal, LLC (TC) will establish survey monitoring points on rail prior to
longwall mining — the survey monitoring points will be painted onto the north rail
• TC will establish temporary survey monuments a minimum of 10' from the toe of the
slope ballast or fill — the monuments will be four foot long roof bolts or rebar driven
into the ground for each rail monitoring point
* TC will establish permanent survey monuments points over appropriate gateroad and
centerline of panel — the monuments will be 6 — 8 foot long roof bolts or rebar driven
in the center of an augured and cased 4 foot boring.
During Longwall Mining_
e When longwall face is within 500 feet of the appropriate Energy Spur monitoring
points on the north rail, TC's daily surveying of the temporary and permanent survey
monuments of the appropriate points will begin
• TC's daily monitoring of above points will continue until the longwall face is 1500
feet past the appropriate Energy Spur monitoring points
After Longwall Minim:
• After the longwall face is 2000 feet past the appropriate monitoring point, all of the
monitoring points in the entire segment of affected track will be surveyed a final time
by TC and this data will be used to prepare a final track profile to be sent to the UP
Remediation Plan:
• TC's daily survey data will be tabulated and presented to the UP representative for
their use in determining the amount of re -leveling required for that given day
The UP will provide men and railroad related equipment (e.g., ballast train and
tamper) for completing daily re -leveling work
d UP will provide ballast and deliver to re -leveling area
DEC -1782031-3
