Frank Ferris of Western Fuels Colorado was present for the entire <br />inspection. The weather conditions were clear and cold with some wind. The temperature was approximately <br />15F. The ground was mostly snow covered and frozen. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />The availability of records was checked after the ground inspection. All required records were on file and <br />available for review at the mine office. No problems were noted with the records review. Please see the <br />availability of records at the end of this report. An updated copy of the permit, TR -11 and TR -12 were at the <br />Montrose County Annex building for public viewing. <br />EXPLOSIVES — Rule 4.08 <br />Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br />The drill rig was drilling holes for the next blast. <br />HYDROLOGIC BALANCE -Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The water pump at the NH1 pond was not running. It was in a rubber lined pan to catch spills (photo 1). <br />NH1 pond was frozen and snow covered. <br />Pond 001 contained water. The pond was frozen and snow covered (photo 2). Pond 001 was not discharging. <br />The east ditch of pond 001 contained snow and ice but was not obstructed (photo 3).
