King Coal Mine (C-1981-035) TR -20 Adequacy Review #3 Response <br />GCCE Dec. 2015: As mentioned above, he "earthmoving phase" of the Trautner report <br />referred to one scenario which called for temporarily moving the coal mine waste from <br />the West Waste Bank, installing an underdrain system, and replacing the material in <br />12" - 24" lifts. Instead, the material was simply moved to the permitted refuse pile <br />and placed as per approved designs. 44,000 cubic yards refers to the designed volume <br />of the West Waste Bank, when it is finally constructed. Currently, all coal mine waste <br />has been removed from the West Waste Bank area, the area has been graded per <br />Trautner's recommendations, and preliminary trenches have been established in <br />preparation for construction of the underdrain system (pending approval of this TR). <br />DRMS: This portion of the comment is resolved/ <br />However, the permit does not appear to address the inspection requirements. Please revise the Mine <br />Waste Rock Disposal narrative in Section 2.05.3 of the permit to address inspection elements and <br />frequency for the West Waste Bank. <br />GCCE Dec. 2015: Although inspection requirements are addressed in 6.5.1 of <br />Trautner's report, Section 2.05.3 page 3 has been revised to address inspection <br />elements and frequency. <br />Please provide dates of any inspections and any findings and recommendations suggested by Trautner <br />or other inspector. <br />GCCE Dec. 2015: Dave Trautner, P.E. performed a pre -construction conference on-site <br />inspection with Marcia Talvitie of CDRMS, Wayne Dale of Stoner Engineering, and GCC <br />engineering personnel. This inspection occurred to solidify Division and engineering <br />requirement for the projects. These requirements were included in the June 29, 2015 <br />Trautner report. As mentioned previously, there is currently no coal mine waste at the <br />West Waste Bank location pending approval of TR -20. <br />DRMS Oct 2015: DRMS is in receipt of the 2015 Second Quarter Inspection Report of the King I mine <br />refuse pile conducted by Stoner Engineering on 29 June 2015. This inspection revealed no issues. <br />Please provide DRMS the Third Quarter 2015 King I refuse pile inspection report. <br />GCCE Dec. 2015: The Third Quarter 2015 King I refuse pile inspection report has been <br />provided to the Division via email. <br />DRMS Oct 2015: 1 have received the 6 July 2025 Quarterly Waste Pile Embankment Inspection <br />(Quarter 2). The inspection notes limited placement of stockpiled material since previous inspection. <br />The inspection also notes that the placement of material should be periodically tested to ensure required <br />density/compaction is achieved as per design. <br />Please provide Quarter 3 Waste pile Inspection. <br />GCCE Dec. 2015: The Quarter 3 Waste Pile Inspection has been provided to the <br />Division via email. <br />Also, please provide any results of the periodic density testing results of any stockpiled material that has <br />been placed. Density testing should include test dates and results. <br />GCCE Dec. 2015: Density testing of the refuse pile was performed most recently on <br />4/2/2015 and 8/6/2015 by Trautner Geotech.
