King Coal Mine (C-1981-035) TR -20 Adequacy Review #3 Response <br />Please demonstrate that the proportion of sand and type of clay will indeed yield a transition zone soil <br />that does not create an impermeable layer between it and the potentially acid forming layer. <br />ECCE Dec. 2015: Appendix C of the Trautner report, "CDS Environmental Report", <br />addresses cover material and how it is to be placed on the West Waste Bank. Although <br />the coal mine waste material that was tested in this study has been moved to the <br />Refuse Pile, it is expected that the material which will be used to construct the West <br />Waste Bank will be of similar composition. Additional testing of the King II coal mine <br />waste is addressed later in this letter and in new Appendix 4(8) of the permit. <br />"Transition Zone" soil, sand and clay types will be placed as per Appendix C under the <br />supervision of Trautner Geotech or CDS Environmental and additional sampling will be <br />performed if necessary as requested by them. <br />6.0 Reconstruction of Bench and Hiahwall Mine Waste Bank <br />DRMS Oct 2015: Please check text transition between Section 2.05.3 page 2 of the permit and page 3 <br />of revised page submitted and assure page breaks and text flow correctly and all necessary information <br />currently in the permit is included. <br />GCCE Dec. 2015: King I 2.05.3 pages 2 thru 5 have been revised to correct formatting <br />and page break issues. Attached pages replace current pages 2 thru 4. <br />Also, please break up the long first paragraph of submitted revised page 3 into two or three paragraphs <br />and resubmit revised pages. <br />GCCE Dec. 2015: The long paragraph mentioned is now several shorter paragraphs. <br />As per a) above please provide dates when a representative of Trautner was present during the <br />earthmoving phase of the West Waste bank. <br />GCCE Dec. 2015: The "earthmoving phase" of the Trautner report referred to one <br />scenario which called for temporarily moving the coal mine waste from the West Waste <br />Bank, installing an underdrain system, and replacing the material in 12" - 24" lifts. <br />Instead, the material was simply moved to the permitted refuse pile and places as per <br />approved designs. Trautner representatives were not on hand to witness the process. <br />Also please provide their evaluation documentation of the uniformity and general consistency of the <br />material moved. <br />GCCE Dec. 2015: See previous paragraph. Trautner representatives were not on hand <br />to witness the process. <br />DRMS Oct 2015 (New): Review of the Grading and Backfilling section of revised page Section 2.05.4 <br />page 4 indicates that Approximately 44,000 cubic yards of material will be placed in the waste bank. <br />Please describe how this volume of material was determined. <br />Please describe if this is the same volume of material referred to in Trautner Report section 6.1 <br />Determination of Material Volumes as currently in place or, does this number (44,000cfi reflect <br />additional material to be included so that post construction geometry can be established. <br />
