5. Seeding window(Page 5-12). Address timing of topsoil placement and seeding for <br /> the reclamation plan. This includes direct placement of stripped topsoil from a new area <br /> of disturbance to a recontoured waste rock area,which should coincide with the fall <br /> seeding window. As specified in your bulk sampling approval,the BLM seeding window <br /> for this area is August 15 to October 15. <br /> 6. Water discharge permit(Pages 8-6, 8-8, 8-27). Update status of water discharge <br /> permit. Include a copy of final permit as an appendix to the PO. <br /> 7. Stormwater management(Page 8-7). It states that the stormwater management plan <br /> would not be developed until after the PO is approved. Because stormwater management <br /> is an integral part in the design of hydrologic control structures for the mine site,the <br /> stormwater plan must be submitted once you have received comments from DRMS on <br /> the technical adequacy of the mine permit application and other pertinent comments <br /> contained in this letter. <br /> 8. Ground water update(Page 14-7). Update ground water section with data and <br /> evaluation from recently completed Whirlwind drilling. Also compare results with Cotter <br /> drilling ground water information(Appendix D). <br /> 9. Spill notification(Appendix F). Update spill prevention control plan for notification <br /> of BLM hazardous materials coordinator(Alan Kraus)of all reportable quantity spills <br /> within 24 hours(see stipulation on Whirlwind NOI modification). <br /> 10. Page 5-12:Will roads be gravelled?Any seasonal or weather restrictions? <br /> 11. Page 8-5: Specify peak traffic hours. What will be the disposal method for the <br /> wastewater used by employees(showering,etc)? <br /> 12. Page 8-6:ACE 404 Permit:mention that drainages need to be considered waters of <br /> the U.S.,and the Corps regulates fill only. <br /> 13. Page 8-25: "All chemicals used on site...are non-toxic."This statements needs to be <br /> revised/clarified for the quantities or concentrations use. Misleading. <br /> 14. Page 8-26: Include list of water quality parameters to be analyzed every 6 months. <br /> Will suspended sediment be included? <br /> 15. Page 8-26:Re: possible placement of ore in collection ditches: Flagging or other <br /> demarcation used to contain ore pile to avoid this scenerio?We want to prevent this from <br /> happening. <br /> 16. Page 8-27:BLM.would like to see weekly water quality monitoring results. <br /> 17. Page 13-1: BLM has a rain gage in Cave Canyon,with about 25 years of data. These <br /> data are available for inclusion. <br />
