I am submitting this on my client's behalf and also, at their <br />request, on behalf of SW CO Advocates, a citizens group interested in this issue but who I do <br />not represent. <br />SUBMISSION OF AIR QUALITY REPORT <br />I wanted to transmit to you the attached report of McVehil Monnet Associates who are <br />experienced and deeply knowledgeable experts who have worked for years in the evaluation of <br />air quality, and especially fugitive dust and particulates. Mr. Garman's Statement of <br />Qualifications is also included. <br />PROBABLE VIOLATION OF APPLICABLE LEGAL STANDARD <br />Mr. Garman's report and attachments make it clear that the applicant's transportation of coal <br />on CR 120 is most probably causing significant and se -nous violations of the primary national <br />ambient air quality standards (NAAQS) for PM10 particulate matter.
