December 2, 2015 C-1984-065/Coal Ridge No. 1 Mine CCW
Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18:
Pond A had been reclaimed previous to the inspection. Both cells have been backfilled and graded (Photo
1). The ditch leading to the pond and the inlet to the pond have been reclaimed as well. The entire area was
covered with snow at the time of the inspection. Small straw bales were observed on the upper topsoil stockpile
(Area 1, page 4-58 ix of the permit) and on the access road on the eastern portion of the lower terrace (Photo 2).
See the Topsoil section of this report for more information on the reclaimed topsoil stockpiles. Sediment Logs
have been placed to help control runoff from the disturbed areas and treat the runoff before the water leaves the
disturbed areas (Photo 3). The sediment logs were in good condition at the time of the inspection.
SIGNS AND MARKERS — Rule 4.02:
The mine identification signs were posted to the left of the mine entrance. The signs are in good condition
and display the correct information (Photo 4).
TOPSOIL — Rule 4.06
Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4:
The topsoil piles, located on the Upper Terrace and Below Pond A, have been used for the reclamation of
Pond A. These areas were covered in snow. The upper topsoil pile had small hay bales placed on top of the spot
where the pile had once been. The bales in this area were not spread out or mulched, likely due to the recent snow
events of the past few weeks (Photo 5). The lower stockpile area was covered with snow, there were no bales of
hay visible. Hay may have been spread and mulched before snow had covered the area.
DOCUMENTS RECEIVED
OTHER (SPECIFY)
Number of Partial Inspection this Fiscal Year: 0
Number of Complete Inspections this Fiscal Year: 2
Page 3 of 8
