Twentymile Coal, LLC.
Page 3
December 8, 2015
what degree mining may interrupt, discontinue or preclude agricultural activities on these
areas.
a. Resolved.
10. Revised Page 2.06-25.9 indicates that water quality is monitored at Station 900 on Foidel
Creek downstream of previous mining in the Eastern Mining District and the proposed mining
in the WCR. This station appears to be located within the 4RT longwall panel within the
WCR, not downstream. Please revise this page to indicate this and please establish a new
downstream monitoring point along Foidel Creek above the confluence of Middle Creek (See
item below).
a. TC's response: Potential subsidence -related impacts on Site 900 would not occur for
a number of years. In the interim, this site will continue to be monitored. At least a
year prior to potential mining impacts, this site will be moved to a downstream
location and will be monitored during and following active mining in the area. The
revised page accompany these responses for replacement in the PAP.
b. Division's response: Overall, this item is resolved. However, please submit a
revised Map 13A that depicts the monitoring points discussed in the revised plan.
Also, it was noted that two new Bedrock wells (WC -008B and WC -013A) were added
to the hydrologic monitoring plan on Table 1 of Exhibit 14. Please add these wells to
Map 13A.
Exhibit 4E-11 Wolf Creek AVF Monitorine Proeram:
11. Please add alluvial monitoring well 001-5 5 as the upstream monitoring well for Foidel Creek.
a. Resolved
12. Site 900 appears to be within the 4RT longwall panel of the WCR affected area along Foidel
Creek. Given this, it would not serve as an appropriate downstream monitoring station for
Foidel Creek. Please revise the monitoring plan to monitor a site that is downstream of the
WCR affected area but upstream of the confluence of Middle Creek.
a. Resolved
13. The monitoring frequency for Site 8 and 900 do not match the monitoring frequency currently
approved in Exhibit 14 in the permit for these sites. Does TC intend to conduct additional
monitoring in accordance with the proposed plan submitted with Exhibit 4E-11? If so, please
revise the water monitoring plan currently approved to match what is proposed in Exhibit 4E-
11.
a. Resolved.
14. Please revise the monitoring plan to indicate when the ponding and vegetation monitoring plan
will be suspended.
a. Resolved.
