Twentymile Coal, LLC.
Page 2
December 8, 2015
and structures to be monitored within the permit and adjacent area. Revised pages 2.05-19IJ
and 191.9 indicate that TC will monitor monuments along RCR33 and the Railroad. TC
updated Map WC23 for PR10 to include more details about subsidence monitoring points for
RCR33, the Railroad and the Powerlines in the legend area. For PRI 1, please revise Map
WC23 to add this information.
a. Resolved
In the NW I/4 of Section 13, T5N R86 West, a very steep slope with potential rock outcrops is
located above RCR33. The Division agrees that placing signs at the entrance of County Road
33 into the subsidence area would be a good practice. Also, the Division requests that visual
monitoring of the area in question be conducted during the time periods TC will be monitoring
County Road 33 for subsidence. Please revise the subsidence monitoring plan submitted for
County Road 33 to include conducting visual monitoring of this area and a discussion of what
actions will be taken should unstable conditions and rockfall be observed.
a. Resolved
TC updated the subsidence monitoring program discussed on pages 2.05-191.8 to 191.10 with
PRI 0 with the August 12, 2015 submittal. For the Powerline, TC indicated monitoring will be
conducted daily with the PRI l submittal, and weekly for PRI 0. For the railroad, TC did not
specify where the monitoring points will be located on page 191.9 as is discussed on this page
with the August 12, 2015 submittal for PR10. Also for the railroad, TC indicated monitoring
will be conducted daily with PRI I and weekly with PR10. Please revise these pages as
necessary for consistency.
a. Resolved.
Section 2.06.8 — Alluvial Valley Floors
7. Revised page 2.06-25.7 references two reports in Exhibit 7e-2 and 7e4. The Division
believes TC meant to reference Exhibit 4e-2 and 4e4. Please revise this page accordingly.
a. Resolved.
Revised page 2.06-25.8 indicates that TC conducted a vegetation study on the Fish Creek
AVF; this study is located in Exhibit 7J-1 of the permit. This page indicates that productivity
between the AVF bottomlands and uplands are not significantly different. However, upon
review of Exhibit 7J-1, the data indicates the production from the valley floor is about twice
that of the upland area. Given this, the statement made on Page 2.06-25.8 does not appear to
be correct. Please revise this page and evaluate if the conclusion drawn is still accurate.
a. Resolved
9. Revised Page 2.06-25.9 indicates that there are areas where sub -irrigation occurs within the
AVF. Map 5 of Exhibit 4e depicts areas where sub -irrigation occurs along Fish Creek. Please
evaluate the impact mining in the WCR will have on these areas that are sub -irrigated and to
