consistent with the post -mining land use (fencing, sampling occurring concurrently with <br />sampling on reclamation, etc.). <br />Field work for both evaluations was conducted during this inspection. The results of the <br />evaluations will appear in separate Topic Specific Evaluation Reports and will be <br />summarized in the Evaluation Year 2016 Annual Oversight Report for Colorado. <br />Bond Release proposal SL -08 was received by DRMS on September 4, 2013 and had a <br />bond release inspection on October 23-25, 2013. This inspection included lands <br />considered for Phases I, II and III bond release (PMLU - Fish and Wildlife Habitat). At <br />least two written objections to this bond release have been filed, and several concerns <br />were raised during the bond release inspection due to subsidence and hydrological <br />concerns. These concerns resulted in an adjustment to the acreage to be bond released <br />and the elimination of any bond monies to be released until these concerns have been <br />resolved. This inspection was used to reaffirm the lands under bond release within SL - <br />08 were still in an acceptable condition for bond release. <br />Roadside Portals mine is an inactive, underground coal mine outside of Palisade, <br />Colorado. <br />Inspection: <br />Prior to and following the field evaluation, the OSMRE performed an administrative <br />review of pertinent documentation including recent DRMS inspection reports, the mine <br />permit, surface facilities reclamation plan, performance standards, and the SL -08 bond <br />release application, concerns, and the DRMS decision document in response to SL -08. <br />We started the inspection at the offices of J.E. Stover and Associates, where the mine <br />records are kept. <br />(1) Availability of Records. Rule 5.02.4(1) <br />-The availability of records was checked before the field inspection. All required records <br />were on file and available for review; no problems were found. <br />(2) Mine and Permit Identification Signs. Rule 4.02.2 <br />-The mine identification signs at all locations were intact and contained all information <br />as required (Figure 1). No issues were observed. <br />(3) South Fan and Substation. Rules 4.14.1(2)(a) - Approximate Original Contour; <br />4.14.2(1) - Final Regraded Slopes to blend with surrounding area; 4.15.1(1) - <br />Revegetation similar to surrounding area and is diverse, effective and permanent; and <br />4.15.1(5) - Prevention and elimination of noxious weeds. <br />-Vegetation was appropriate with no die -off or noxious weed infestations. No significant <br />erosion on either area. Reclaimed areas also blend well with surrounding vegetation <br />and contours. <br />21Page <br />
