Mine Site Inspection <br />iTiri - 11M iE-T iT: 1 :wronrora'1.MIX P <br />Permittee: Snowcap Coal Company, Inc. <br />Permit ID#: C-1981-041 <br />Inspection Date: 10/22/2015 <br />I fl mX11:ICiis11.9167 <br />Inspection Type: Coal complete oversight and topic specific evaluations: erosion <br />control on reclaimed coal mine waste banks and vegetation reference area selection. <br />Weather Conditions: Cool, raining most of the day, wet ground. <br />Participants: <br />Dan MacKinnon, Office of Surface Mining Reclamation and Enforcement <br />(OSMRE) #554 <br />Tom Medlin, OSMRE <br />Brock Bowles, Colorado Division of Reclamation, Mining, and Safety <br />Tonya Hammond, Snowcap Coal Company representative <br />Jim Stover, Snowcap Coal Company representative (Records Review only) <br />Background: <br />This complete oversight inspection was conducted in conjunction with two topic specific <br />evaluations (Erosion Control on Reclaimed Coal Mine Waste Banks and Vegetation <br />Reference Area Selection) and a review of parcels that are under proposal for bond <br />release (SL -08). <br />The purpose of the erosion control topic specific evaluation is to determine whether <br />DRMS is effectively implementing its program as it relates to erosion control on <br />reclaimed (backfilled, graded, topsoiled, and seeded) sections of underground coal <br />mine waste banks (coal processing waste and/or underground development waste <br />disposal sites). <br />The purpose of the vegetation reference area topic specific evaluation is to determine <br />whether DRMS is effectively implementing its program as it relates to vegetation <br />reference area selection. Specifically, this review examines instances where DRMS has <br />approved the use of vegetation reference areas in order to determine vegetation <br />success. This review focuses on ensuring that the selected reference area(s) are: 1) <br />representative of the plant community that was disturbed (vegetation species / cover / <br />herbaceous productivity); 2) representative of the ecological site conditions; 3) sufficient <br />in size to allow for valid comparison with reclaimed area; and 4) managed in a manner <br />11 Page <br />
