However, more information is required regarding surface reclamation for the well clusters. <br />4. DRMS Nov 2015: Please revise section 2.05.4 of the permit to include a plan for backfilling and <br />grading the proposed drill pads for the monitoring well clusters in accordance with Rule <br />2.05.4(2)(c). <br />5. DRMS Nov 2015: Based on the soils information to be submitted, the operator must submit a <br />soil handling plan for inclusion in section 2.05.4 of the permit in accordance with Rule <br />2.05.4(2)(d). This shall include a plan for removing, storing and redistributing topsoil, subsoil <br />and other material and meet the requirements of Rule 4.06. <br />D. Rule 2.05.6(3)(b)(iii)(v) and (iv)(D)Mitieation of Mining Operations: Protection of Hydrologic <br />Balance <br />As a result of public comments received DRMS finds that additional monitoring of ground and surface <br />water constituents would provide valuable baseline water quality data. <br />6. DRMS Nov 2015: Please undertake additional monitoring of ground water and surface water <br />to establish baseline conditions as per Rule 2.04.7 and include parameters as set forth in Table <br />1A of the Colorado Mined Land Reclamation Division's Guidelines for Collection of Baseline <br />Water Quality and Overburden Geochemistry Data. <br />During a teleconference between representatives of Division of Reclamation Mining and Safety <br />(DRMS), Office of Surface Mining (OSM) and local land owners the introduction of surface water into <br />the mine for dust suppression and other mining purposes was discussed. <br />7. DRMS Nov 2015: Please discuss in permit section 2.05.3 the potential for water used in mining <br />operations to migrate vertically through workings to aquifers below, and provide to DRMS <br />updated revised pages. Any existing studies of shale permeability and the presence of <br />aquatards for the area would be reasonable references to cite. <br />Soil and topsoil will be excavated, moved and stored. As the drill pads will be located adjacent to <br />current access roads please describe the following: <br />8. DRMS Nov 2015: <br />a) Will the drill pads be designated as small area exemptions (SAE'S)? <br />b) Please direct DRMS to the location in the King Coal permit of the drill pad design intended <br />for these wells. If no such designs exist, please submit design to DRMS. <br />c) Describe measures to protect the hydrologic balance, specifically addressing bermming, <br />wattle placement and trenches around the drill pads. <br />d) Describe measures to reduce wind and water erosion of any soil moved. <br />e) Please describe where excavated soil will be stored <br />E.
