November 19, 2015 C-1981-012/New Elk Mine RDZ <br /> <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Ditches near the DWDA2 were inspected, and no erosion or other problems were seen. The cross sectional <br />dimensions for ditches D11, D12, and D14 were checked at what appears to be the shallow points (this was <br />subjective as the ditches contained significant snow). D11 was measured at greater than 2 feet deep and greater <br />than 8 feet wide. D12 was measured at greater than 1 foot deep and greater than 4 feet wide. D14 was viewed <br />from the east end of DWDA2 and appeared to be significantly deeper than one foot. These dimensions for these <br />three ditches are in compliance with the PAP. <br />Other ditches were found to meet the size specifications, including D6, D10, and D10A. No problems were seen <br />with these ditches. <br />The ditch above Sump 5 (near Pond 008A) contains sediment control BMPs that are no longer functional. It is <br />recommended that these be repaired or replaced to reduce the sediment load into the sump. <br />No problems were seen with culverts C7 or C8. The sump above culvert C13 was holding snow and ice; there <br />were no problems with the berm. Culvert C13 itself appeared to have no problems. Culvert C19 (a recently <br />installed 24-inch pipe) was in good shape, and the road above it is stable. <br />Culvert C5 on Map 13 (just east of the Soil Storage Area) appears to be mislabeled on the map, or there is an error <br />in Table 21 of the PAP. This culvert is actually 60 inches in diameter, but C5 in the table has a diameter of 12 <br />inches. C6 in the table has a diameter of 60 inches. In this same area, culvert C78 is listed in the table (and shown <br />on Map 13), but there is apparently a ditch in this location rather than a pipe. NECC needs to rectify these <br />discrepancies in the permit. <br />The following ponds were inspected: 001A, 006A, 007A, and 008A. All were holding significant volumes of <br />water. Only Pond 008A was discharging, and this was an extremely small volume of water; it appears that the <br />primary spillway for this pond has a very small leak. No other problems were seen with spillways or <br />embankments. The liner in Pond 001A appears to be intact. There was too much water in the ponds to assess the <br />sediment levels; NECC should survey Pond 007A and Pond 008a as soon as practical as these are critical for <br />public safety and minimization of off-site hydrologic impacts. <br />The SAE east of the DWDA2 was inspected, and no problems were identified. The BMPs (silt fence and straw <br />bales) were found to be functional.
