The weather was clear. The
ground was mostly snow-covered and muddy.
EXCESS SPOIL and DEVELOPMENT WASTE Rule 4.09
Placement; Drainage Control; Surface Stabilization:
The slope of the DWDA2 was measured with a Sokkia hand level at what appears to be the steepest part of the pile
(near northwest corner); the slope was measured at 40%. This is flatter than the 2H:1V specification in the PAP.
Regarding the west end of the DWDA2, where material has been removed in the recent past, the shape of the pile
has been graded to closely match the rest of the pile, but additional work is needed to get rid of humps and create
slopes less than or equal to 2H:1V. Additional work is also needed at the east end of the pile.
The Development Coal Waste Pile appeared to be stable good vegetation and no erosion.
The RDA was inspected from below, and a large portion of the RDA was walked. No erosion was seen on the
face of the reclamation, and the interface between the reclaimed area and the area above it was separated with a
large berm. No erosion or other problems were seen on the upper area (the non-reclaimed area). The side ditches
of the reclaimed portion appeared stable, and the sumps above these ditches had a large volume of capacity for
sediment.
Number of Partial Inspection this Fiscal Year: 4
Number of Complete Inspections this Fiscal Year: 1

211
Page of
