Rules 2.05.3(6)(b) -(d) require narrative and appropriate maps explaining the removal, handling <br />and storage of all overburden material in the permit area. <br />(b) Description — All general requirements and descriptions for overburden removal, <br />handling and storage is located in Sections 2.05.4(2)(c) of NH's PAP. Associated map is <br />Map 2.05.4-1. <br />(c) Geotechnical Investigation — No excess spoil is expected at NH and all excavated non - <br />coal material will be used for backfill for the mined section of the pit. Geologic conditions <br />of the disposal area can be found in Section 2.04.6. Technical description of material can be <br />found in Section 2.04.6 and applicable attachments. <br />(d) Buttresses or Key -Way Cuts — This rule is not applicable to NH's PAP. <br />All topics and discussions required under Rules 2.05.3(3) (b) -(d) have been met in NH's PAP. I <br />have no adequacy questions regarding the above mentioned Rule. <br />Rule 4.03.1(1)-(5) <br />Rules 4.03.1(1)-(5) deal with the performance requirements for haul roads. <br />(1) General Requirements — All general requirements for haul roads are discussed starting on <br />page 20 of Section 2.05.3(3) in NH's PAP. Description and designs provided for each <br />haul road satisfy the requirements of this section. <br />(2) Location — Haul roads have been designed and placed in areas that are of most stability. <br />Discussions regarding sediment control and minimization of sedimentation and flood <br />have been addressed. <br />(3) Design and Construction — Vertical alignment requirements have been met. Haul road <br />grades for each section has been included on Maps 2.05.3(3)-8, 8A, 9, and 10. There is no <br />section of haul road that exceeds 10% grade and no issues regarding horizontal <br />alignment. Width of haul roads is shown on Map 2.05.3(3)-8, 8A, 10, and 13. Typical <br />design cross-sections are included on Map 2.05.3(3)-3. Haul roads are designed to allow <br />for anticipated traffic. Road cut designs are included in Map 2.05.3(3)-8 under the <br />"typical" section of the map. Road cuts are designed with a range of 3h:ly to 5h:ly <br />which is more conservative than that which is required under this Rule. Embankment <br />typicals are also included in Map 2.05.3(3)-8. Fill sections are to be comprised of <br />compacted road fill found from material on site with a design slope range of 3h: Iv to <br />5h: lv. <br />(4) Drainage — Drainage for haul roads are discussed under the haul road section of NH's <br />PAP starting on page 23 in Section 2.05.3(3).
