COLORADO <br />Division of Reclamation, <br />Mining and Safety <br />Department of Natural Resources <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />November 23, 2015 <br />Interoffice Memo <br />New Horizon Mine (Permit No. C-1981-008) <br />Midterm No. 7 (MT -07) <br />I have reviewed New Horizon Mine's (NH) PAP to ensure the following Rules have been <br />satisfied as part of the Midterm No.7 review process. <br />Rule 2.05.3(3)(c) <br />Rule 2.05.3(3)(c) requires a description of each road, conveyor, or rail system to be constructed, <br />used or maintained within the proposed area. There are no conveyors or rail systems associated <br />to the NH Mine and these sections of Rule 2.05.3(3)(c) do not apply. <br />Road discussions in NH's PAP are broken into three sections — haul roads, access roads and light <br />use roads. Discussions for NH's haul roads begin in Section 2.05.3(3), page 20, access roads in <br />Section 2.05.3(3), page 33, and light use roads in Section 2.05.3(3), page 33. Related maps and <br />attachments are Map 2.05.3(3)-8, 8A, 9, 10, 13 and 16 Attachments 2.05.3(3)-8 and 27. Please <br />refer to Sections 4.03.1(1)-(5), 4.03.2(1)-(5) and 4.03.3(1)-(5) of this review memo for additional <br />details regarding roads. <br />Three haul roads exist in NH's PAP and associated certifications for each were located within <br />the PAP. Please refer to Page 32 of Section 2.05.3(3), Map 2.05.3(3)-8 and Attachments <br />2.05.3(3)-8 and 27. <br />Access roads are not required to be certified by a professional engineer unless alternatives to the <br />design criteria and specifications of Rules 4.03.2(3) are approved and utilized. Light use road <br />certifications are not a requirement of Rules 4.03.3. Rule 4.032(e), which allows for alternative <br />design criteria for access roads, is not applicable for the NH Mine. <br />All topics and discussions required under Rule 2.05.3(3)(c) have been met in NH's PAP.
