Page 2 <br />11/20/2015 <br />of the units is discussed in detail in Permit section 2.04.6, and the water bearing units are <br />discussed in 2.04.7. <br />The potential for off-site material damage to the hydrologic balance as stated in Rule 2.04.6(1)(c) <br />was discussed in Section 2.05.6(3) of the Permit referring to the protection of the hydrological <br />balance. <br />Rule 2.04.6 (2 (b —e) referencing surface mining was covered in detail. Drill logs were provided. <br />The composition of stratum and coal are documented and separation and use of <br />weathered/oxidized materials for reclamation have been addressed. Materials which are <br />potentially acid producing and could release metals have been identified. Oxidative impacts of <br />backfill materials were addressed in Section 205.6(3)(v) addressing probable hydrologic <br />consequences. Subsurface water zones Rule 2.04.6 (2)(a) " Location of subsurface water zones, <br />if encountered" was addressed in section 2.04.7 of the permit. <br />Rule: 2.04.7(1)(3)-(5) — Hydrology Description <br />This is a review of the groundwater related sections of the Hydrology Description which include <br />groundwater information, alternative water supply information, and map preparation. <br />Rule: 2.04.7(1)(b) <br />Referring to: Aquifer characteristics, quality, quantity, well locations with reported yields in <br />proposed permit area and adjacent. <br />Information is provided and discussed 2.04.7-7 through 2.04.7-24 <br />Rule 2.04.7(3) referring to alternative water supply information <br />Water augmentation plan, if adjacent wells are impacted, is discussed in 2.05.6(3) and Appendix <br />2.05.6(3)lb. Area potential impacts include 11 surface water rights and 2 wells (29 total <br />identified) shown in Figure 2 of Tab 16. Augmentation plan will utilize WFC existing water <br />rights or drill a new well. <br />Rule 2.04.7(4)(a -g) referring the map requirements below: Nothing was found to be missing. <br />Storage and recharge capacites are provided starting at page 2.04.5-8. <br />Rule 2.04.7(5) <br />Seasonal variability data is provided. <br />Rule: 2.05.4(2)(2) — Reclamation plan <br />
