COLORADO <br />Division of Reclarna:tio , <br />,. <br />Mining and safety <br />Department of Natural Resources <br />1313 Sherman S'tree't, Room 215 <br />Denver, CO 80203 <br />Memorandum <br />To: Robin Reilley, DRMS <br />From: Jared Ebert, DRMS <br />Date: November 16, 2015 <br />RE: King Coal Mine; C-1981-035; <br />Technical Revision No. 26 (TR26), Review <br />I was requested to review the above referenced technical revision specifically regarding the <br />topsoil handling and reclamation plan for the disturbances proposed with this revision. Also, I <br />was requested to conduct a reclamation cost estimate for the proposed revision. <br />Topsoil Handling and Reclamation Plan <br />The operator provided a plan for plugging and sealing the proposed monitoring wells and <br />revegetating the disturbance. However, more information is required regarding surface <br />reclamation for the well clusters. <br />The following adequacy questions pertain to their topsoil handling and reclamation plan for this <br />revision: <br />• Revised sections 2.04.6 -page 7 and 2.05.4 -page 20 indicates the four monitoring well <br />clusters are outside of the existing permit area. Revised sections 2.04.10 -page 2, 2.04.11 - <br />page 3, 2.04.9 -page 3 indicates the well clusters are all within the permit area. The King <br />II Mine — Lease Map submitted with TR26 shows that Clusters MW -1, MW -1 <br />(Alternate), MW -3 and MW -4 are outside of the DRMS Permit Boundary. Please revise <br />the permit sections to clarify the locations of the monitoring wells. <br />• Please revise section 2.05.4 of the permit to include a plan for backfilling and grading the <br />proposed drill pads for the monitoring well clusters in accordance with Rule 2.05.4(2)(c). <br />• The soils resources information contained in the King II Mine permit section 2.04.9 does <br />not cover all the disturbed areas for the proposed monitoring well Clusters MW -1, MW -3 <br />and MW -4. Also, it is difficult to ascertain which soil series Cluster MW -2 falls in given <br />the quality of the Coal Lease Map submitted with TR26.
