October 22, 2015 C-1994-082/Yoast Mine JHB <br />The BLM representatives encountered one hunter in the trees west of the permanent access road in the BLM <br />parcel. The hunter stated that the landowner had offered him his Nomad UTV, which was parked in the trees <br />outside of authorized motorized vehicle tracks. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Pond 10 was discharging. The replaced flume appears functional and in good condition. No other <br />concerns were noted with this pond other than the ongoing noxious weed concerns. <br />Pond 11 was not accessed due to the State Trust Land closure access to this pond. <br />ST -1 was holding a very shallow cloudy pool of water approximatley 5 feet below the discharge elevation. <br />Permanent drainages throughout the mne site appeared stable with no evidence of failure or breaching. <br />Pond 12 was discharging clear effluent in the re -levelled flume. No problems were noted with this pond. The gate <br />at the access ramp to this pond has been damaged and pulled off the hinge. It appears that a vehicle has accessed <br />the pond through this gate, driven across the embankment and continued further to the south along the ridge. The <br />vegetation was not damaged, just pushed down. <br />Pond 13 was not discharging. No problems were identified with this pond at the time of the inspection. <br />Pond 14 was not discharging. No problems were identified with this pond during the inspection. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />Mine access roads were in good condition and draining appropriately when it was raining. Unauthorized <br />UTV traffic on the BLM parcel is damaging the vegetation. Tracks were noted on the southern end of BLM parcel <br />along the fenceline. UTV tracks were also noted in a reclaimed gully on the north side of YPM-16. These tracks <br />appear to have pushed the vegetation down, and do not appear to have damaged the gully repair efforts. SCC <br />needs to observe this area after Spring runoff. <br />UTV tracks were also noted continuing south from the permanent access road just west of ST -1. <br />Hunter UTV traffic has also repeatedly used an old track located north of topsoil stockpile L footprint. This track <br />is not within SCC's disturbance area boundary and is not a part of the Yoast Mine liability area., <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 3 of 9 <br />
