King Coal Mine (C-1981-035) TR -25 Adequacy Review 41 Response <br />SedCad Runs <br />16. Due to software issues, I have not been able to verify SedCad runs provided with this TR. I may <br />have questions in the near future regarding SedCad results. <br />Rule: 4.05.2 (1)-(8) Water Ouality and Effluent Limitations <br />This Rule addresses drainage from disturbed areas, sediment ponds, and meeting water quality standards and <br />includes: <br />o Requirement that all drainage from disturbed area be passed through a sediment pond <br />o Maintenance of sediment ponds <br />o Ponds and other treatment facilities shall be constructed as per Rule 4.05.6 <br />The water quality and effluent guidelines required by Rule 4.05.2 have been adequately provided and include: <br />Maps King II 007A, B and C. Please see requested information specific to these maps. <br />Rule: 4.05.3 Conveyance of Overland Flow <br />This Rule addresses flow from undisturbed areas, and includes: <br />o Requirement that temporary diversions shall safely pass peak runoff from a precipitation event with a 2 year <br />recurrence interval <br />o Protecting property and avoiding danger to public health, permanent diversions shall safely pass peak runoff <br />from a 10 year event. <br />o Diversions shall be designed, constructed and maintained to prevent additional contributions of suspended <br />solids to streamflow and runoff outside the permit area. <br />The guidelines provided in Rule 4.05.3 have been adequately provided and include: <br />o Maps King II 007A, B and C. Please see requested information specific to these maps. <br />o Tables of Drainage Basins, Ditch Capacities and Culvert Capacities <br />o SedCad Model Runs. I may request additional information once I can verify these runs. <br />Rule: 4.05.6 Sediment Ponds <br />This Rule addresses design, construction and maintenance of sediment ponds and other treatment facilities and <br />includes: <br />o Providing adequate sediment storage volume and periodic sediment removal <br />o Provide adequate capacity to contain or treat runoff or inflow resulting from a 10 year 24 hour event. <br />The guidelines provided in Rule 4.05.6 have been adequately provided and include: <br />o Maps King II 007A, B and C. Please see requested information specific to these maps. <br />o Tables of Drainage Basins, Ditch Capacities and Culvert Capacities <br />o SedCad Model Runs. I may request additional information once I can verify these runs and compare <br />results with ditch and culvert tables. <br />Rule: 4.05.9 Impoundments <br />This Rule addresses design, construction and maintenance of all impoundments and includes: <br />o Compliance with Federal and State Water Quality standards <br />o Provisions for spillway systems and their outflow designs <br />The guidelines provided in Rule 4.05.9 have been adequately provided and include: King II Maps 007B and C. <br />
