October 22, 2015 C-1981-041/Roadside Portals BFB <br /> <br /> <br />the top of the ditch on the north side of the culvert (photo 2). Water was not running in the north ditch or the <br />Fontanari ditch. <br />Coal Creek was flowing through the six-culvert structure under the Coal Creek Road (photo 3). The inlets were <br />free of obstructions. Coal Gulch was also flowing and the culvert under Coal Creek Road was free and clear of <br />obstructions (photo 4). Both culverts were functioning properly. <br />The culvert in ditch D-D2 under the Coal Creek Road needs to be cleaned (photo 5). <br />Ditch D-D3 contained some water and had a small flow but was functioning properly. <br />PROCESSING WASTE/COAL MINE WASTE PILES Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />There was a small flow of water in the Roadside Refuse Disposal Area diversion ditch. <br />No water was flowing in the CRDA 1 diversion ditch. There was a small flow of water in the CRDA 2 diversion <br />ditch (photo 6). <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Three rills were noted on the Roadside Refuse Disposal Area (photo 7). The rills were on the upper <br />section of the waste pile. <br />REVEGETATION Rule 4.15 <br />Vegetative Cover; Timing: <br />The greasewood reference area was not inspected because Coal Creek was flowing (photo 8). The Coal <br />Creek Road at this juncture does not have culverts and vehicles drive on the river bed to cross Coal Creek. <br />SIGNS AND MARKERS Rule 4.02: <br />The disturbance boundary markers were in place at the South Fan and west portals substation. <br />Permit boundary markers were in place along the Coal Creek Road. <br />Mine identification signs were in place by the fruit stand, the South Portal and CRDA 1 and 2. <br />ENFORCEMENT ACTIONS/COMPLIANCE <br /> <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br /> <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 2 <br /> <br />36 <br />Page of <br /> <br /> <br />
