Compliance With Mine Plan - Support Facilities Not On-site <br />NN <br /> - Other - Special Categories Of Mining <br />RN <br /> - Processing Waste - Topsoil <br /> <br /> <br />COMMENTS <br /> <br />This was a complete, with OSM oversight, inspection of the Roadside Portals Mine conducted by Brock Bowles of <br />the Colorado Division of Reclamation, Mining and Safety. Dan MacKinnon and Tom Medlin of the Office of <br />Surface Mining Reclamation and Enforcement (OSMRE) and Tonya Hammond of Snowcap Coal Company <br />(SCC) were also present for the inspection. The weather conditions were cool and raining. The temperature was <br />approximately 60 F. The ground conditions were wet and muddy. <br />AVAILABILITY OF RECORDS Rule 5.02.4(1): <br />The availability of records was checked before the mine inspection at the J.E. Stover and Associates <br />office. All the required records were on file and available for review and no problems were noted. See the <br />availability of records checklist at the end of this inspection report. <br />BACKFILL and GRADING Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />The South fan, west portals and west portals substation areas appeared to be stable. There were no signs <br />of slumping or cracking. <br />The vegetation was scraped off of an area by the Carey Pond. The scraped area extended north from the Carey <br />Pond to the end of the mesa and appears to be a road (photo 1).
