This disparity needs to be addressed by NECC and the Division. <br />Ditch D12 needs to be cleaned in the near future as it is very shallow, several inches less than the specification of <br />one-foot depth. <br />Other ditches were found to meet the size specifications, including D9, D15, D22, and D26. No problems were <br />seen with these ditches. <br />Sumps that receive runoff from the un-reclaimed (upper) portion of the RDA have been cleaned. <br />The following ponds were inspected: 001A and 007A. Both were holding significant volumes of water, but <br />neither was discharging. No problems were seen with spillways or embankments. In Pond 007 sediment can be <br />seen above the water at the upper end of the pond. The water level was approximately 7 feet below the top of the <br />dam (as measured with a range finder). This is the exact level where the maximum level of sediment is allowed <br />for the pond to be in compliance (per documentation in the PAP). Although it is very likely that there is a large <br />volume of water in the pond, and the sediment is not close to this level, NECC should survey this critical pond as <br />soon as practical. <br />The SAE south of Pond 007A was inspected, and no erosion or large bare areas were seen. Below this SAE, the <br />silt fence was not functioning; it was laying on the ground and required immediate maintenance. After the <br />inspection of the New Elk mine site, Vince Massarotti indicated that this work was completed. <br />SIGNS AND MARKERS Rule 4.02: <br />Boundary markers at the Jansen loadout have been painted white, and weeds were cleared near them, <br />making them very visible. <br />OFFSITE SUPPORT FACILIITES - Rule 4.04, 4.28: <br />The Jansen loadout was inspected and no problems were identified. Mr. Massarotti did not see any <br />additional theft or vandalism, and the security cameras and barriers (wire rope and Jersey barriers at east end) were <br />in place.
