King Coal Mine (C-1981-035) TR-24 Adequacy Review #3 Response <br /> <br />It appears there may be habitat near thepermit area for the Southwestern willow flycatcher (Empidonax <br />Please provide information on the <br />traillii extimus), listed on the Endangered Species list in 1995. <br />presence of and extent of habitat in the area of the permit for the willow flycatcher. <br /> <br />2. DRMS 02/18: <br /> A determination of the probable hydrologic consequences is presented <br />in Section 2.05.6 of the approved permit application package. GCC has predicted that <br />there will not be any negative impacts to the hydrologic balance. Under 2.04.7, above, the <br />Division has requested that the baseline hydrology sections of the permit be updated. <br />Please update the discussion of probable hydrologic consequences to incorporate any new <br />information that is obtained, in accordance with 2.05.6(3)(b)(iii). <br />DRMS 06/14: <br /> The Division intended that discussion in Sections 2.05.6 regarding <br />protection of hydrologic balance and the PHC would be updated to incorporate the <br />supplemental well information. No revised pages were submitted. Please update Sections <br />2.05.6 as requested. <br />As mentioned above, a geo-hydrologist has been retained by GCC Energy to review groundwater <br />hydrology as it applies to CDRMS and OSMRE current and future permit areas. This report, as <br />well as updated Sections 2.05.6, will be forwarded to the Division upon completion. <br />DRMS 10/21/2015: <br />I have the Summary of Analytical Activities in Response to <br />Neighborhood Comments. This was updated 8 May 2014. I also have the Proposed <br />Sampling Protocol for proposed sampling procedures. I am unsure that either of these <br /> <br />documents constitute the report alluded to above.Please let me know what <br />document/report you are referring to and/or send a copy of the report to me at your <br />earliest convenience. <br /> <br />Also, I have revised maps but I do not have any revised pages for section 2.04.7, <br />Hydrology Description, addressing the Vista de Oro subdivision wells and nearby area. <br />Please provide updated revised pages for section 2.04.7 as requested. <br /> <br />2.10 Maps and Plans <br />DRMS 02/18 <br />3. : Rule 2.10.2 Permit and Adjacent Areas requires that a map be submitted <br />which distinguishes among each of the phases during which coal mining operations have <br />been or will be conducted. Minimum distinctions to be made are listed in (1) thru (3) of <br />the rule. Maps King 1-001and King II-001are each entitled "Permit and Adjacent Areas", <br />but neither one presents the information required by 2.10.2. Please revise these maps to <br />present the required distinctions. <br />DRMS 06/14 <br />: Maps 001have been amended to incorporate the information requested, but <br />the scale of these maps and the font size utilized make it difficult to see the phases clearly. <br />Please show the King I phases (including surface disturbances) required by 2.10.2 at a <br />legible scale. This might be readily accomplished by portraying the areas on Maps King <br />1-005 and King 1-007, if that is easier than creating an entirely new map for that purpose. <br />Prepared by: R.
