October 20, 2015 C-1992-081/Hayden Gulch Loadout JHB <br />the TAHR. <br />The truck loop pond was holding a shallow pool of water several feet below the discharge riser. No problems <br />were noted with this pond. The riser and discharge culvert remain clear and functional. The rail loop pond was <br />wet from the recent precipitation, but not holding a pool of water at the time of the inspection. <br />Culvert RRC -20 has been cleaned. SCC personnel stated that they had inserted foam in the void above the culvert <br />to keep additional ballast from falling into the culvert. The culvert was able to pass flow through. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The majority of the load out has been reclaimed. The rail loop and track remains. The rail line is not <br />currently permitted as a permanent structure. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />The vegetation on the reclaimed facilities area is coming in well. No noxious weeds were observed at the <br />time of this inspection. <br />Vegetation along both north and south sides of the TAHR looked good, with no apparent patches of noxious <br />weeds. <br />Vegetation is becoming established in the reclaimed office/parking area. Approved species from the perennial <br />seed mix were observed becoming well established in this area. <br />SIGNS AND MARKERS — Rule 4.02: <br />SCC has updated the contact information on many of the mine ID signs. There are 5 signs off of Highway <br />40 that need the updated stickers, and the eastern sign at the eastern end of the TAHR still require the updated <br />information. Current contact information is important in case of emergency or other concerns on the permitted <br />area. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />The TAHR was in good condition, and was well maintained. Several sections of the road contained <br />washboards. Routt County Road & Bridge grades the road, and the public uses this private road. Precipitation <br />was soaking into the road or being directed off the road. There were no muddy portions of the road, or pooled <br />water on the road.
