The load out is mostly reclaimed, and as <br />such, no personnel remain on the site. The office contact has recently moved from the Peabody Sage Creek Mine <br />office to the Foidel Creek office. The inspector checked in with staff at Foidel Creek Mine, Scott Cowman and <br />Jerry Nettleton, to notify them that the inspector would be on the property. The inspector calls operator when <br />leaving the property. <br />A stong thunderstorm and hailstorm moved through the area at the beginning of the inspection at the reclaimed <br />load out site. It rained heavily for 30 minutes. No rain gauge remains at the site, so no precipitation measurement <br />was recorded. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />Records were checked on 10/22. Hydrology records remain at the PSCM. The remaining records have <br />been moved to the Foidel Creek Mine office in the engineering trailer. <br />REcords were checked and found to be in compliance, with one exception. The insurance certificate needs to be <br />updated to reflect the correct operator, HGTI, and state that the policy covers the Hayden Gulch Load Out. HGTI <br />has submitted 3rd quarter 2015 Quarterly pond inspection reports to the Division, however, the inspector was <br />unable to locate where the pond inspection reports and the annual cetification of ponds are stored at either the <br />PSCM office or the Foidel Creek office. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Ditches and culverts along TAHR were functioning as designed. Precipitation was not running off the <br />surface of the road at the time of the inspection but was still infiltrating.
