CORRECTIVE ACTIONS: Provide a geotechnical slope stability analysis assuming saturated
material exits at the toe of the DCF covered liner to assess the impact on the factors of safety
presented in the MLE2/Amendment 10 slope stability exhibit.
CORRECTIVE ACTION DUE DATE: 9/23/15
RESPONSE:
See attached stability report (reflecting previously discussed edits). The dcf washouts were
addressed before the PSSA filling exercise began (see attached photos , provided by AMSC, of
this exercise being performed in the field). This is consistent with Bullet 4, in the
recommendations section of the stability report. This work was monitored by AMEC consistent
with the stability report recommendations and applicable technical specifications requirements.
No damaged liner was encountered and none of the washouts were submerged during dcf repair.
Since no (or very little) material was pushed into the pool, no pumping was required for the dcf
washout repair. The ultimate level of the pond (as material is placed in the PSSA) has been
estimated. The projected freeboard is 64'. There is also no pumping envisioned for this filling
CMS 61MA
Please contact me at (719)-689-4056 should you have questions or wish to discuss this response
to the above corrective actions.
Sincerely,
Marc Tidquist
Senior Environmental Coordinator
Environmental Resources
Attachments: PSSA Stability Evaluation Memo 2015-10-05
(2) DCF Washout Repair Photos
