5. The Leakage test for the Pfeiff Pond will begin following irrigation season this
fall. It is understood that upgradient tailwater flows through the pond and exits
to the river through a culvert to the river. The leak test will begin when this
water ceases to flow, sometime in October 2015. it should be noted that Big
Thompson Ditch and Mfg. shares have been dedicated to the Brownwood
SWSP, to cover the Brownwood North East Reservoir (BNER). Additional
shares, if needed, can be dedicated to cover the Pfeiff addition in the
upcoming SWSP renewal (October 2015)
6. The Pfeiff pond located outside the permit boundary was likely excavated
inadvertently. This area has been reclaimed and it is requested that the
Division provide direction on if we should amend the permit boundary to
include this area.
7. The proposed borrow material used to backfill the BNER will come from
onsite stockpiled material, as well as spoils from the onsite wash plant. It
should be noted that virgin pit run is imported to the site for processing by the
wash plant from which the spoils (backfill material) are produced.
8. The reservoir BNER water depth shall be approximately 8ft
9. Exhibit F has been updated to include the addition of a note indicating the
Pfeiff Pond is clay lined
10. Exhibit F has been updated to include the addition of a north arrow and scale
bar.
11.A Division of Water Resources Aquamap has been attached as Attachment
IV. The green dots near the south east corner of the disturbed area are
owned by the applicant. Otherwise there are no wells south of the river from
BNER for over 1,800ft. Other groundwater modeling studies conducted by WI
in the big Thompson River valley predict that the cone of depression (greater
than 1ft of depressed water table) from similar gravel pit dewatering
operations typically extends 300ft-600ft. There are no permitted or
adjudicated water rights within this area of influence. Due the significant
distance between the BNER and any surrounding water wells or adjudicated
water rights, it is requested that the Division reconsider it is request for a
detailed groundwater investigation.
12. For the reasons given in #12 above, it is requested that the Division
reconsider it is request for groundwater monitoring.
13. This information is given as Attachment IV. There are no wells within 600ft of
the BNER.
14. The depth to groundwater in the vicinity of the BNER is approximately 6-8ft
15.The water shares dedicated to the Brownwood Pit SWSP covered the unlined
BNER. The plan will be revised in October to cover the Pfeiff Pond.
W S I Weiland, Inc,
Environmental E Engineering
