September 23, 2015 C-2009-087/Peabody Sage Creek Mine JLE
Figure 1. SIIPM-6 Drainage
Smart ditches have been installed in drainages FA -D5 and FA -D6. The Division has observed some undercutting
of these ditches and/or animals have burrowed under the ditches near the northwest end of the ditches. PSCM has
attempted to repair portions of these ditches and have filled in several areas where the damage has occurred.
However, there are areas where the repairs have not occurred. Mr. Cowman indicated he would have a crew come
out and continue the repairs of these ditches.
GENERAL MINE PLAN COMPLIANCE:
The mine is currently idle. The two coal stockpiles appeared stable and no problems were noted.
OTHER (SPECIFY):
The Division has noted the following maintenance items during previous inspections. The following is a
list of those items and a description of the status of the items:
• PSCM has an APEN permit (10ROI 175F), issued on September 4, 2012. Six AIRS points are approved
with this permit (001 to 006). According to page 7 of the permit on file at the mine office, Points 001
through 005 expired on February 8, 2015. However, the permit also states that the permit is valid for a
term of five years. PSCM will need to contact the Colorado Department of Public Health and
Environment, Air Pollution Control Division and determine if they need to modify/update their APEN
permit for Points 001 through 005.
o According to Mr. Cowman, since the site is inactive only one AIRS point needs to be renewed.
• Culvert 27 (At the bottom of material storage pads south of portal areas) is 60 to 70% full of sediment and
needs to be cleared out. According to Mr. Cowman, a backhoe will be coming out to the site within a
week of this inspection and the culvert will be cleared out.
o This item has been addressed.
• Culvert 59A's outlet (Old Shop area on SE end) is 1/2 full of sediment and should be cleaned out.
o This item remains outstanding and needs to be addressed.
Number of Partial Inspection this Fiscal Year: 2
Number of Complete Inspections this Fiscal Year: 1
Page 3 of 6
