September 22, 2015 C-1981-008/New Horizon Mine BFB <br />Elmer `Buckshot' Burbridge talked about the alignment of 5"' Street on the southern boundary of his property. He <br />claims that 5th Street was constructed more onto his property than the right-of-way. The location of Mr. <br />Burbridge's 5"' St/property line concern was located on the SL -7 bond release map. It was determined that Mr. <br />Burbridge's comments involve a section of 5"' St that is not a part of the SL -7 bond release request. Mr. Burbridge <br />agreed. DRMS will follow up on Mr. Burbridge's comment and look into the alignment of the 5' St on his <br />property as it pertains to the NI -12 permit. <br />Nancy Enstrom was concerned about the steepness of the roadside where BB Road crosses Enstrom Draw and that <br />the road became slippery when wet. Dean Cooper (Montrose County) explain that there was soil on the road when <br />the BB Detour Rd was deconstructed making the road slippery. The slippery soil has since been removed and <br />replaced with road base which is meets Montrose County's specifications. The roadsides were also built to <br />Montrose County specifications of 2:1 slopes. Mrs. Enstrom had no further questions. <br />Mel Staats, Michael Moore, Michael Morgan and JoEllen Turner did not have comments about the sections of the <br />BB Road adjoining their respective properties. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Michael Moore added a comment during the SL -17 inspections that he would like to have the large rocks <br />in his dryland pasture removed. After the SL -17 inspection, Mr. Moore's dryland pasture was inspected. There <br />were many large rocks present that could interfere with farming equipment; however, the amount of rocks was <br />similar to other dryland pastures in the area. WFC said they will contact Mr. Moore to discuss a solution. <br />There are some knapweed plants in the vicinity of culvert 120 on the Benson East property that need to be treated. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />The NE Haul Road has been seeded from the former topsoil stock piles F & G to 5' Street (photo 4). <br />Moore's irrigated pasture was well vegetated. It appeared to be mostly grass with some alfalfa.
