CONCLUSIONS AND RECOMMENDATIONS <br />Case North - The resulting safety factor of 1.41 exceeds the SEO minimum <br />requirement of 1.30 for an embankment during construction. The resulting safety factor <br />of 1.06 is above the SEO minimum requirement of 1.0 for an embankment subject to <br />earthquake loading. Using a normal water surface elevation in the reservoir provides <br />greater safety factors, 3.57 under static loading and 1.99 under earthquake loads. The <br />proposed setback of 50 feet from the north property line is satisfactory. <br />Case South - The resulting safety factor of 1.71 exceeds the SEO minimum <br />requirement of 1.30 for an embankment during construction. The resulting safety factor <br />of 1.23 is above the SEO minimum requirement of 1.0 for an embankment subject to <br />earthquake loading. Using a normal water surface elevation in the reservoir provides <br />greater safety factors, 5.93 under static loading and 2.61 under earthquake loads. The <br />proposed setback of 50 feet from the south property line is satisfactory. <br />Case East - The resulting safety factor of 1.42 exceeds the SEO minimum requirement <br />of 1.30 for an embankment during construction. The resulting safety factor of 1.06 is <br />above the SEO minimum requirement of 1.0 for an embankment subject to earthquake <br />loading. The proposed <br />setback of 50 feet from the existing ROW is satisfactory. <br />Case West - The resulting safety factor of 1.50 exceeds the SEO minimum requirement <br />of 1.30 for an embankment during construction. The resulting safety factor of 1.11 is <br />above the SEO minimum requirement of 1.0 for an embankment subject to earthquake <br />loading. Using a normal water surface elevation in the reservoir provides greater safety <br />factors, 4.17 under static loading and 2.19 under earthquake loads.
