Twentymile Coal, LLC. <br />Page 3 <br />September 30, 2015 <br />within the Foidel Creek Mine Permit Confidential Exhibit. Please submit a copy of the cultural <br />resources survey report(s) that covers these three areas to be include in Confidential Exhibit 6L. <br />a. Note: Note that subsequent to transmittal of the Division's Comments, the <br />Division received consultation comments from the SHPO indicating that <br />proposed disturbance for WC -030 would result in "no historic properties <br />affected", the previous historic surveys of the areas associated with the Offset <br />Drilling Zones do not meet current survey standards, that additional cultural <br />resource identification is needed, and that two sites previously identified as <br />potentially eligible for NRNP listing would need to be reevaluated. <br />b. TC's Response: Given the need for additional cultural resource surveys for the proposed <br />Offset Drilling Zones, TC has contacted Metcalf Archaeology to schedule the additional <br />field work and survey updates, and will provide a supplemental report on receipt. With <br />the additional time required to complete this work, TC will request extension(s) of the <br />permit revision decision date, as appropriate. <br />c. Division's Response: See item No. 1 above. Once the survey has been completed, <br />updates to sections 2.04.4 and 2.05.6(4) of the permit will be necessary. <br />Enclosed is a copy of the reclamation cost estimate the Division conducted for this proposed <br />project. Please acknowledge if TC concurs with the Division's estimate attached. <br />a. TC's Response: TC has reviewed and accepts the Division's bond reclamation cost <br />calculations as a reasonable estimate of anticipated reclamation costs for the proposed <br />boreholes and associated surface disturbance. <br />b. Division's Response: Noted. <br />This concludes the Division review of your response to the first adequacy review letter. The decision date <br />for MR287 is October 30, 2015. If you need additional time to address the Division's concerns, please <br />request an extension of the decision date.
