Compliance With Mine Plan N - Support Facilities Not On-site <br />N - Other N - Special Categories Of Mining <br />N - Processing Waste N - Topsoil <br />COMMENTS <br />This was a complete inspection of the Roadside Portals Mine conducted by Brock Bowles of the Colorado <br />Division of Reclamation, Mining and Safety. Tonya Hammond of Snowcap Coal Company (SCC) was present for <br />the inspection. The weather conditions were clear and the temperature was approximately 85 F. The ground <br />conditions were dry. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />The availability of records was checked after the mine inspection at the J.E. Stover and Associates office. <br />All the required records were on file and available for review and no problems were noted. See the availability of <br />records checklist at the end of this inspection report. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />A large hole was dug in the bottom of the Carey Pond. The hole measured approximately 30 feet long, 10 <br />feet wide and 20 feet deep (photo 1) and is located in the south part of the pond. The Carey Pond is approximately <br />20 feet deep resulting in the new hole having a net depth of approximately 40 feet (photo 2). The Carey Pond did <br />not contain water and the ditch that supplies water to the Carey Pond was dry. <br />The lower Rapid Creek Ditch where it crosses the Rapid Creek Road by the trailhead parking was also dry (photo <br />3). The lower Rapid Creek Ditch supplies water to the Carey Pond. <br />The ditches that go through the areas of ponds 6, 10 and 11 were in good condition. The banks of Coal Creek <br />along ponds 6, 10 and 11 were in good condition.
