By letter dated September 8, 2015, the Division <br />approved an extension of time for submittal of a flood control mitigation plan to <br />September 30, 2015 due to the reasons set forth in AI's August 27 extension request. <br />Al proposed in its extension request to continue to communicate with City of Thornton <br />regarding its progress in obtaining appropriate agency approvals and funding for flood <br />restoration and mitigation improvements in order to complete restoration of damages <br />from the 2015 flooding events as well as construct long-term improvements to mitigate <br />potential impacts from future flooding. Based upon the status of those efforts, Al stated <br />that either the required plan or status update would be provided to the Division by <br />September 30. <br />Emily Hunt of Thornton advised Al this week that Thornton is still not prepared to share <br />a scope of work that will ultimately address the corrective action the Division seeks, but <br />she provided the following narrative from Thornton's Risk Management Division <br />describing the status of the project: <br />In response to flood damage to city owned West Cooley Complex, a team of multi- <br />discipline, multi -division and department employees has been developed to work with the <br />State Division of Emergency Management and the Federal Emergency Management <br />Agency (FEMA) to develop projects to permanently repair damages and apply for FEMA <br />Public Assistance Reimbursement. Prior to this report Emergency Repairs were <br />performed to close two of three main breaches in reservoir walls to redirect river flow <br />back to its original channel. Those repairs have been completed by contactor Kelley <br />Trucking, the Thornton Disaster Declaration has expired, and the next step is to repair <br />the berms permanently.
