Introduction <br />1.1 Site Location (see also Section 2.0) <br />Site: Squaw Gulch <br />Address: Teller County Road 88 (Figures I and 2) <br />City, State: Cripple Creek, Colorado <br />1.2 Purpose and Scope of Services <br />The purpose of this assessment was to perform an evaluation for the potential presence of hazardous and/or <br />toxic materials (otherwise known as "Recognized Environmental Conditions," "Controlled Recognized <br />Environmental Conditions," or "Historical Recognized Environmental Conditions")' at the Site. This report <br />is made pursuant to all appropriate inquiry into the prior ownership and uses of the Site, consistent with <br />good commercial and customary practices appropriate to a commercial purchaser or fee owner of real <br />property, and is intended to permit the user to satisfy one of the requirements to qualify for landowner <br />liability protection. <br />This Environmental Site Assessment (ESA, also referred to as the Phase I report) meets the requirements of <br />the American Society for Testing and Materials (ASTM) "Standard Practice for Environmental Site <br />Assessments: Phase I Environmental Site Assessment Process E 1527-13." The report was formatted for <br />reading ease and does not follow the suggested ASTM format; however, it does include all components of the <br />ASTM standard. <br />The scope of services for the project included the following: <br />I. Records Review. <br />An evaluation of historical Site use, by reviewing the following sources: <br />o Aerial photographs reasonably available from public sources <br />o Property tax files <br />Recognized environmental conditions (RECs) are defined conditions by ASTM as the presence or likely presence <br />of any hazardous substances or petroleum products in, on or at a property: (I ) due to release to the environment; <br />2) under conditions indicative of a release to the environment; or (3) under conditions that pose a material threat <br />of a future release to the environment. A controlled recognized environmental condition (CREC) is defined by <br />ASTM as a REC resulting from a past release of hazardous substances or petroleum products that has been <br />addressed to the satisfaction of the applicable regulatory authority, with hazardous substances or petroleum <br />products allowed to remain in place subject to the implementation of required controls. A historical recognized <br />environmental condition (HREC) is defined by ASTM as a past release of any hazardous substance or petroleum <br />products that has occurred in connection with the property and has been addressed to the satisfaction of the <br />applicable regulatory authority or meeting unrestricted use criteria established by a regulatory authority, without <br />subjecting the property to any required controls. The terms REC, CREC, and HREC do not include de minimis <br />conditions that do not present a threat to human health or the environment and that would not be the subject of <br />an enforcement action if brought to the attention of appropriate environmental agencies. <br />Phase I Environmental Site Assessment Page I <br />Squaw Gulch <br />Teller County Road 88, Cripple Creek, Colorado
