Date: September 9, 2015 <br />Inspection Type: Partial Independent <br />Weather Conditions: Clear, sunny and dry. Start time: 9:30 a.m. <br />Participants: <br />Kurt Blunt: Colowyo Coal Company (CCC) <br />Spencer Shumate: Office of Surface Mining Reclamation and Enforcement (OSMRE) <br />Badge #545 <br />Jim Stark: Colorado Division of Reclamation, Mining, and Safety (DRMS) <br />Tony Tennyson: Tri-State Generation & Transmission Assoc. <br />Zach Trujillo: Colorado Division of Reclamation, Mining, and Safety (DRMS) <br />Background <br />This was a partial independent inspection chosen by OSMRE. OSMRE provided notice of the <br />inspection to DRMS 24 hours prior to the site visit. Jim Stark and Zach Trujillo (DRMS) <br />attended the inspection. The Colowyo Mine is an active surface coal mine and is one of two fuel <br />suppliers to Tri -State's Craig Station. The mining operation is located about 10 miles north of <br />Meeker, Colo. The coal is extracted, crushed and transported to an on-site rail head, where it is <br />shipped by train to Craig Station's load -out facilities. <br />Disposal of Noncoal Waste (Rule 4.11.4) <br />It is obvious that the CCC places a high priority on "housekeeping". All areas of the mine were <br />free and clear of any trash items. <br />Hydrology (Rule 4.05) <br />West Pit Pond <br />Inspected the pond for stability and overall functionality. This included the inlet structure, <br />principle spillway, and emergency spillway. Additionally, the pond embankments are well <br />vegetated and there were no erosional features to be noted. No water was observed in the pond. <br />East Taylor Pond <br />Inspected the pond for stability and overall functionality. This included the inlet structure, <br />principle spillway, and emergency spillway. Additionally, the pond embankments are well <br />vegetated and there were no erosional features to be noted. The pond was holding water but not <br />discharging at the time of inspection. This pond is functioning as designed. <br />West Taylor Pond <br />Inspected the pond for stability and overall functionality. This included the inlet structure, <br />principle spillway, and emergency spillway. Additionally, the pond embankments are well <br />vegetated and there were no erosional features to be noted.
