September 21, 2015 C-1982-056/Foidel Creek Mine JLE <br />• Sediment and coal has washed into the ditch at the base of the BOB pile on the northwest side. This ditch <br />will need to be cleaned out. <br />o This item has been addressed. <br />• A culvert under access road A to the refuse pile is half full of sediment and needs to be cleaned out. <br />o This item remains outstanding. <br />• On the west side of the Fish Creek Tipple reclaimed area, larger rills were observed. These features will <br />need to be repaired and appropriate erosion control measures will need to be implemented. <br />o TC has begun repairs of this area. The rills have been smoothed out and TC has installed HDPE <br />waddles on the slope. The area should be seeded. <br />• Cattle have created a trail through the diversion ditch embankment on the northwest side of the Fish Creek <br />Tipple reclaimed area. This trail is down cutting the diversion embankment and will need to be repaired. <br />o The ditch has been repaired and this item has been addressed. <br />• A culvert on the west side of the Fish Creek Tipple Area is half full of sediment and will need to be <br />cleaned out. <br />o The culvert has been cleaned out and the item is considered addressed. <br />• A drainage crosses the 15LT Borehole Pad access road and goes through a culvert. The drainage has <br />eroded near the outlet of the culvert and will need to be repaired and stabilized. <br />o Jerry Nettleton indicated that this is a natural drainage and is not one that TC has constructed. <br />This appears to be the case, however the drainage is near the embankment of the borehole pad. <br />TC should monitor this area to insure the drainage does not side cut into the pad embankment. TC <br />has placed some rocks at the outlet of the culvert which should help dissipate the energy of the <br />flow. <br />The storage area that was formally the stoker coal storage and loadout area has a significant amount of <br />noncoal waste strewn throughout the area. TC needs to evaluate the material stored in this area and <br />dispose of the noncoal waste in a designated site in the permit area or in a state approved solid waste <br />disposal area outside the permit area in accordance with Rule 4.11.4. <br />o This area was observed. It appears TC has organized this area to some extent and additional <br />equipment is being stored in this area. <br />• The drainage ditch leading to Pond T is damaged and the water is short circuiting to the pond. This ditch <br />will need to be repaired. <br />o The ditch has been repaired and stabilized. This item has been addressed. <br />• The ditch along haul road C near the railway crossing has been cleaned and rock checks have been <br />installed. The culvert from the repaired roadside ditch under the railway tracks is 3/4 full of sediment and <br />should be cleaned out. <br />o The inlet to the culvert has been cleaned out; however, either the outlet was not cleaned or <br />sediment has collected at the outlet. The outlet to the culvert will need to be cleaned. This item <br />remains outstanding. <br />The access road culvert to Pond F adjacent to the warehouse is full of sediment and needs to be cleaned. <br />There is a highpoint in the ditch leading to this culvert allowing for some ponding of water. TC will need <br />to grade and re-establish positive drainage in this ditch. <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 1 <br />Page 7 of 10 <br />
