September 17, 2015 C-1992-081/Hayden Gulch Loadout JHB <br />flow through the culvert. Scott Cowman of HGTI came out to the site and observed this culvert with the inspector. <br />GENERAL MINE PLAN COMPLIANCE: <br />HGTI needs to maintain culvert RRC -20. <br />Identification signs need to be updated with current phone number and address. <br />ROADS — Rule 4.03 <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />The TAHR was in good condition, and was well maintained. Several sections of the road contained <br />washboards. Routt County Road & Bridge grades the road, and the public uses this private road. Precipitation <br />was soaking into the road or being directed off the road. There were no muddy portions of the road, or pooled <br />water on the road. The gravel surface of the road is adequate for the amount of traffic using the roadway. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The majority of the load out has been reclaimed. The rail loop and track remains. The rail line is not <br />currently permitted as a permanent structure. HGTI needs to either reclaim the rail loop or make other permanent <br />plans for this loop that is compatible with the approved post -mining land use. <br />The TAHR is approved to be reclaimed. HGTI has indicated that they are in discussion with Routt County <br />regarding the final plans for the TAHR. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />The vegetation on the reclaimed facilities area is coming in well. Few noxious weeds were observed and <br />there were no areas that would be considered an infestation. <br />Vegetation along both north and south sides of the TAHR looked good, with no apparent patches of noxious <br />weeds. <br />Vegetation is becoming established in the reclaimed office/parking area. Approved species from the perennial <br />seed mix were observed becoming well established in this area. Tracks from a vehicles accessing the substation <br />were noted in the crushed grass. Fortunately, this access occurred when the site was dry and the vehicle had not <br />damaged the reclamation. The gate from the TAHR had been left unlocked. The Division is concerned if repeated <br />vehicle traffic continues across the reclamation, damage to the reclamation may occur. <br />SIGNS AND MARKERS — Rule 4.02: <br />The permit identification signs need to be updated to reflect the current contact information. No personnel <br />remain on site.
