The site is a mostly reclaimed loadout and rail <br />loop. The site is inactive, and the rail is disconnected from the main line. The permit also includes the Tie Across <br />Haul Road (TAHR), that is no longer used for hauling coal. <br />The weather was raining off and on, and the area had received heavy rain during the preceding night. No <br />personnel remain on site. However, Scott Cowman of HGTI accompanied the inspector back to the site to observe <br />maintenance concerns. <br />FISH and WILDLIFE — Rule 4.18: <br />Although not actually on the permit area, Sandhill cranes were observed flocking to the south of the <br />facilities area. The cranes regularly flock to the same field year after year. A mule deer doe was observed <br />browsing on topsoil stockpile C, along the TAHR. No other wildlife were observed on the permit area. Several <br />horses were grazing in the pasture at the north end of the rail loop. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Impoundments 4.05.6, 4.05.9: <br />Ditches and culverts along TAHR were functioning as designed. Precipitation was not running off the <br />surface of the road at the time of the inspection but was still infiltrating. No ponding or puddling was observed on <br />the TAHR. <br />The truck loop pond was holding a shallow pool of water several feet below the discharge riser. No problems <br />were noted with this pond. The riser and discharge culvert remain clear and functional. The rail loop pond was <br />wet from the recent precipitation, but not holding a pool of water at the time of the inspection. <br />Culvert RRC -20 needs clearing out.
