2 <br />Affected Lands, and to protect the areas outside of the Affected Land from slides or other <br />damage. All high -walls shall be eliminated. <br />4. The topsoil occurs at an average depth of 6-10 inches and it will be replaced <br />accordingly. <br />5. Moffat County's experience tells us that the best times for seeding are in the <br />spring and/or fall. <br />6. The Operator will use the seed -mix specified in Exhibit E-2, and this formula will <br />not be modified, or amended without consultation with the BLM and the Division of <br />Reclamation, Mining and Safety. <br />7. In areas of one acre or more, the seed -mixture will be drilled into the soil and <br />harrowed after application. (In smaller areas the seed will be broadcast onto the soil at <br />twice the recommended rate for drilled application and then raked onto the soil.). <br />8. Mulch is not effective on these gravel reclamation. <br />9. There are no waste -rock dumps, tailing impoundments, underground mine <br />openings or buildings to deal with in the Reclamation Plan. <br />10. Exhibit F is a final topography plan of the excavation areas, assuming the pits <br />have been fully excavated; that they have been backfilled with excess overburden; that <br />the land has been graded and sloped at a ratio of 3:1 (Horiz. to Vert.); and, that the floor <br />of the pit will be level. Some of the above conditions may vary, but the slopes will not be <br />less than 3: 1 (Horiz. to Vert.). <br />11. Moffat County will use berms, ditches, settling ponds and other techniques to <br />keep the stormwater drainage from flowing into (or out of) the mining areas. However, <br />the local precipitation, including snow melt, cannot escape from the excavation pits. If <br />such local stormwater accumulates in the low areas of the pits in a substantial quantity for <br />an extended period of time, Moffat County will notify the BLM and recommend that they <br />file on the water right for beneficial use. <br />Smith Pit No. 20 Amendment No. 1 — Moffat County Road Department <br />
