EXHIBIT E <br />(Amended Reclamation Plan) <br />Smith Pit No. 20 — Permit No. M-78-085 (Revision No. CN -01) Amendment No. 1 <br />The attached 1990 Exhibit E (Reclamation Plan) is fully replaced by the following <br />provisions: <br />1. Most of the disturbed area in Lot 4 and Lot 10 in Section 18, T12N, R93 W, <br />containing 9.36 acres (lying north of County Road 4), has been graded, sloped, seeded <br />and is still under a "reclamation only" status (see Exhibit C, C -I and F). The Remainder <br />of land in Lots 4 and 10, Section 18, T12N, R93W, and in Lots 1 and 5 in Section 13, <br />T12N, R94W (all lying north of CR No. 4), is designated as the existing Clay Mining <br />Area, containing 16.5 acres. Moffat County's plan is to continue mining clay, and some <br />gravel, in this Clay Mining Area, and to mine gravel on the south side of CR No. 4 until <br />the Clay Mining Area has been mined -out, and a new clay pit can be developed on the <br />south side of CR No. 4. This might take 7 to 10 years (or longer). <br />Moffat County will reclaim all 16.5 acres of the Clay Mining Area after it has <br />been mined -out (and the stockpiles haven been depleted) using the standard seed -mix <br />formula on the attached Exhibit E-2 (see also Exhibit N — BLM Lease COG 62336 <br />"Attachment A"). <br />Moffat County will mine the 40.31 acres of affected land (shown in Exhibit F) <br />from north to south over a period of thirty years, or more. The construction materials <br />deposits: sand, gravel and clay, appear to be relatively deep. In addition, there appears to <br />be a considerable amount of sandy overburden that will have to be removed, and that will <br />require long term storage until the County can use it for backfill. The road -base materials <br />will be stored outside of the pit area until it can be practical to store it within the <br />excavation area without interfering with the new clay mining operation in the mined -out <br />gravel portions of the excavation. It may be twenty years before the gravel excavation <br />area can advance to the south far enough to begin reclamation on the north end of the <br />new Gravel and Clay Mining Area. <br />Where it is practical to do so, the Operator will grade, re -apply the topsoil, and <br />seed the affected area immediately after mining. However, given the limitations caused <br />by clay mining in the bottom of the mined -out gravel excavations, and, given the <br />limitations caused by storing the materials, overburden and topsoil, the reclamation phase <br />of the 40.31 acre mining zone should begin on the north one-half of the Gravel and Clay <br />Mining Area in the year 2024. <br />2. The post -mining use of the land will return to the pre -mining uses for livestock <br />and wildlife grazing. Reclamation will proceed in accordance with this proposed <br />reclamation plan (Exhibit E). <br />3. The maximum gradient of the reclaimed slopes will be 3:1 (Horizontal to <br />Vertical) All grading shall be done in a manner to control erosion and siltation of the <br />Smith Pit No. 20 Amendment No. t — Moffat County Road Department <br />
