The <br /> report is generally clear and well organized. One suggestion would be to <br /> include the disturbed area boundary and the current extent of mining on the <br /> hydrology monitoring map. <br /> The Division' s review raised several questions and comments about the data <br /> which was presented. These are as follows: <br /> 1 ) There is evidence of missing data throughout the report, some <br /> pertaining to baseline data collection, and some to recent monitoring <br /> records. Examples of this are: field pH missing on Well OW-4L in <br /> August 1984, September 1984, and August 1985; all parameters missing for <br /> Well OW-8 in August 1985; all parameters missing for Well SK-3H in <br /> September 1982; and field pH missing for well OW 14 in January 1986. <br /> New Castle Energy Corporation (NCEC) should provide justification for the <br /> missing data if possible. NCEC should note that in the future, failure to <br /> follow the approved monitoring plan may result in enforcement actions. <br /> 2) Data sheets for dry wells should be included, with the notation <br /> "dry" under the sampling period. The wells which this would have applied to <br /> during the previous monitoring period are 3L, 7, 12, and 13. <br /> 3) Well Number OW-9 is omitted from this report. Please explain why <br /> monitoring of this well has been discontinued. <br /> 4) Well OW-8 shows a decrease in water quality with respect to TDS and <br /> sulfate when comparing active to baseline monitoring periods. In addition, <br /> Well OW-14 shows very high levels of TDS and sulfate down gradient of the <br /> surface facilities. NCEC should explain this decreased water quality in terms <br /> of the impact of site construction activities. <br /> 5) Well 1-SK-3H shows unusually low levels of TDS and sulfates in <br /> June 1984 and unusually high levels of these parameters in September 1985. <br /> NCEC should explain these variations. <br /> 423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
