3. OW-9 is not included in NCEC' s permit as a required monitor- <br /> ing well. Baseline data has been gathered and monitoring is not <br /> planned for this well in the near future . Monitoring is <br /> scheduled to resume one year prior to Phase B; the current permit <br /> being Phase A. <br /> 4 . Section 2%2 of the 1985 Annual Hydrology ' Report contains in- <br /> formation regarding the apparent decrease in water quality of <br /> holes OW-8 and OW-14. The holes are downgradient from the mine <br /> site, but they are also greatly affected by field irrigation from <br /> the Vulcan Ditch. The report notes that the largest water <br /> quality change occurred in September 1985, but since mine con- <br /> struction did not begin until October 15 , 1985 , the apparent <br /> change is not associated with any mine surface activities. <br /> 5. No comment is available at this time. <br /> 6. Revised pages to Section 3 of the permit will be submitted <br /> soon. <br /> 7. Please elaborate on your concerns regarding the completion of <br /> OW-15 and OW-16 . This area is important to NCEC as a permanent <br /> rail loadout site. We will need to know that water monitoring is <br /> required for this location to establish baseline data. <br /> 8 .
