August 27, 2015 C-1981-014/Southfield Mine RDZ <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The RDA was inspected from the road/track along the toe, and the overall vegetation cover is excellent, <br />and there are no erosion features. Near Pond 4, the slump, which was identified in the June inspection, has not <br />been repaired by EFCI, although equipment was seen onsite. At the bare areas on the east side (see June <br />inspection) there is no apparent indication that topsoil or seed have been added in the recent past. The white <br />mineral deposits are mostly gone. <br />Pond 3 reclamation looks excellent. <br />At the facilities/portal area, no large bare spots, erosion, or weed patches were seen. The erosion control practices <br />(BMPs) near the gravel lot were inspected; the wattles do not require maintenance but should be continually <br />monitored. <br />At the Monarch Fan area there is grass that is 2 — 3 feet high that covers the area well. <br />No large bare spots, erosion, or weed patches were seen at the reclaimed Rock Dust Storage area. <br />SUBSIDENCE — Rule 4.20: <br />The reclaimed subsidence holes in and near Magpie Creek were inspected. The hole in the creek bed is no <br />longer visible. The holes on the hill above the creek have been partially filled with soil, rocks and branches (old <br />and freshly cut). This action appears as though it will be effective in preventing injury to humans and animals. <br />Also, the cutting of branches on shrubs and trees around these features has improved safety by making them more <br />visible. What is not clear is the impact on hydrology; water may still seep in these features, but it is anticipated <br />that sediment will fill any voids and reduce the infiltration. <br />SUPPORT FACILITIES - Rule 4.04: <br />Reclamation of Substation 92 has been completed. At the substation location and the road leading to it, <br />vegetation cover is excellent, and the area is well roughened. There is no sign of sediment loading off of these <br />areas, and there are no bare spots or erosion. <br />SIGNS AND MARKERS — Rule 4.02: <br />Signs were seen at topsoil stockpiles and at the mine entrance. The sign at the loadout is readable but <br />obscured somewhat by graffiti. <br />OFFSITE SUPPORT FACILIITES - Rule 4.04,4.28: <br />The western side of the loadout still contains branch piles that should be removed. <br />Vegetation cover on the reclaimed ponds at the loadout is very extensive with dominant species including <br />sunflowers and kochia. There are bare spots on the east reclamation area (formerly Pond L1), but some vegetation <br />is emerging. <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 0 <br />Page 3 of 9 <br />
