Lanyon@cityofthomton. net>
Hi, Connie.
Since Adams County has now been included in the disaster declaration for the state (see attached),
Thornton's design and repair of the damage will require coordination with FEMA and the State Office of
Emergency Management, and will also have to adhere to FEMA procurement policies. In addition, any
mitigation (spillways, etc.) proposed by Thornton at the site that did not exist prior to the flood has a
separate coordinating/approval process with the State and FEMA. While we are working on a draft scope, it
is still being reviewed internally. In addition, Thornton has a FEMA Applicant Briefing and Kickoff meeting
scheduled for August 27. 1 do not have a timeline for or scope of repairs to share at this point.
Thanks,
Emily
From: Connie Davis [mailto:connie.davis@aggregate-us.com]
Sent: Tuesday, August 25, 2015 11:59 AM
To: Emily Hunt
Cc: Josh Redman; Mike Refer; Tim Flanagan
Subject: Cooley Reservoir - August 31 Deadline for DRMS
Hello Emily - thanks again for the chronology that you provided yesterday. That will be very helpful at our
hearing tomorrow.
We also need assistance with regard to a second corrective action that is required by August 31 (see attached
from Division of Reclamation, Mining & Safety inspection report). In a nutshell, the corrective action required is:
• Repair all damaged slopes, earthen embankments to prevent future erosion; replace damaged sections of
slurry wall; provide flood control mitigation plan to include armored inlet and outlet spillway structure for
the entire reservoir complex by August 31.
We need to request an extension of time of the August 31 deadline as there is no way that can be
accomplished. The Division will consider an extension but wants a proposed schedule.
