reported that only 4.6 acres of additional disturbance had occurred in 2013 in the M Pit area.
Trapper indicated on their report cover letter submitted with the 2013 Annual Reclamation
Report that the cumulative disturbance number was found to be less than the actual present
disturbance that has been depicted on their 2013 annual reclamation report maps and previous
maps submitted. Trapper stated that a definitive discrepancy between the values they had carried
for several years and the total disturbance depicted on the maps could not be found. Based on
ththe disturbance boundary depicted on the annual reclamation report maps
has not significantly changed for many years but appears to be accurate. The erroneous total
cumulative disturbance that has been reported on the annual reclamation report form is clerical.
Based on a conversation with the Trapper staff, they had not checked their running total against
their survey mapping and thus this error has not been identified in the past. When the Division
approved TR113, the increase in disturbed area was inadvertently omitted from the TR113
Proposed Decision Form. The Division subsequently adjusted the amount administratively in the
following the approval of MR220. The 185.6-acre increase in the
thus be reflected in the Proposed Decision Form for PR7.

Area approved for disturbance in Permit Renewal RN-06 (added here with the approval of PR7)

The total actual on-the-ground disturbed area at the Trapper Mine at the beginning of 2013 was
3321.8 acres. Sixty-five acres of new proposed disturbance, as approved under RN-06, TR113,
MR220 and PR7, is planned within the five-year permit term from December 31, 2012 through
December 31, 2017. Table 3.1-3 of Trappers permit, revised with PR7, shows the approximate
yearly disturbance and reclamation in acres for the 2012-2017 permit term. Of the 65 acres, 4.6
acres were disturbed in 2013 in the M Pit area (TR113) and the Division approved 2.3 acres to be
disturbed in the K Pit area in 2014 (MR220). In 2014, seven tenths (.7) acres was re-disturbed in
the Ashmore Pit (TR114). With the approval of PR7, the total projected life of mine disturbance
at the end of the 2012-2017 permit term, including areas that have been Phase III bond released,
will be 6629.9 acres. At the writing of this document, Trapper has obtained Phase III bond
release on 3242.4 acres; thus the total cumulative approved disturbed area less the currently
approved Phase III bond release area is 3387.5acres. This acreage (3387.5 acres) includes area
currently disturbed and the additional acreage planned to be disturbed during the 2012-2017
permit term.

13

Trapper MineJuly 9, 2013
