August 18, 2015 C-1981-008/New Horizon Mine BFB <br />The dryland pasture and irrigated pasture vegetation on the Benson East property looked good. There were no <br />patches of weeds, no large areas void of vegetation and the species composition appeared to be consistent with the <br />data in SL -15. The irrigated section of the property had at least one cutting of hay and was being irrigated. There <br />are some low areas in the irrigated section that collect water and do not drain. These areas have different <br />vegetation than the surrounding field due to the standing water (photo 9). These areas were not cut for hay this <br />year. WFC is working on a plan for repairs. <br />The property SE of the 2700 and BB Road intersection is owned by WFC. There is a low area that does not drain <br />and was not cut for hay (photo 10). This low area needs to have drainage re-established. There is also a large area <br />(approximately 1/2 acre) that was not cut for hay because it contained undesirable hay plant species. This <br />observation will not affect the Phase II bond release request for this area; however, the current species do not <br />support the irrigated pasture post -mining land use and may affect its eligibility for Phase III bond release when <br />requested at a future date. <br />The property NW of the 2700 and BB Road intersection is owned by WFC. The post -mining land use for this area <br />is dryland pasture with an irrigated pasture in the middle. The irrigated pasture is not part of the SL -15 bond <br />release. The vegetation on the dryland pasture area looks good as there were no patches of weeds, no large areas <br />void of vegetation and the species composition appeared to be consistent with the data in SL -15. Rills and gullies <br />were noted between Ponds 12 and 9 and WFC is creating a plan to repair them. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />The topsoil was re-applied to Pond 11 and the former BB Detour Road. The topsoil depth was not verified <br />for this inspection. The Pond 11 area, the former BB Detour Road area, the reference area and the surrounding <br />fields were planted with alfalfa and oats. The seeding was completed on the Saturday prior to this inspection. The <br />alfalfa and oats were already beginning to sprout. All side roll and pivot irrigation systems were in operation. <br />In the corner of the permit boundary by the former Pond 11, the topsoil was replaced 34 feet higher than the <br />surrounding land topography (photo 11). It was done at the request of the landowner to maximize farmable land <br />according to Mr. Ferris of WFC. This area does not appear to be stable even though erosion waddles are in place. <br />Two small gullies had formed on the western side of the former Pond 11 area under the erosion waddles (photo <br />12). These gullies were repaired and the waddles re -set during this inspection. <br />The extra Morgan Lift A and B topsoil is located on WFC property, east of Enstrom Draw, north of the BB Road. <br />The piles have been re -graded, seeded and are marked with appropriate signs (photo 13). <br />Topsoil test pits were dug to verify topsoil depths provided by WFC in the SL -15 bond release application (photo <br />14). The location of the test holes and the observed topsoil depths were recorded on SL -15 Map 3 attached to this <br />report. <br />Erosion waddles were installed in the ring ditches around the all the topsoil piles to control sediment (photo 15). <br />Number of Partial Inspection this Fiscal Year: 1 <br />Number of Complete Inspections this Fiscal Year: 1 <br />Page 4 of 10 <br />
