August 18, 2015 C-1981-008/New Horizon Mine BFB <br />Erosion gullies were present on the North facing slope between Ponds 12 and 9 (photo 2). This area is part of the <br />SL -15 bond release. WFC will form a plan to repair these gullies. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Pond 7 contained water and was discharging. The V notch weir at the discharge point was not working <br />correctly. Water was bypassing the weir on the west side through and underground channel (photo 3). This <br />bypass needs to be repaired so all the discharge water flows through the v notch. Update: WFC informed me in an <br />email (8/25/2015) that the water bypass was repaired after the inspection. The repairs will be inspected during the <br />next inspection. <br />Pond 15 did not contain water and appeared to be stable. <br />Pond 13 contained water and was discharging. The water level was up to the 6" weep holes on the discharge <br />structure. The trench drain was also discharging at the same discharge point. <br />Pond 12 contained water but was not discharging (photo 4). It did not appear that the water level ever got high <br />enough to discharge. The embankment appeared to be stable. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />There were some knapweed plants on the Richard's property that need to be treated. <br />There were some Canada thistle plants along the permit boundary of the former BB Detour Road between the <br />Morgan house and the former Pond 11 area (photo 5). <br />There was a large patch of Canada thistle between the irrigated pasture reference area and the topsoil pile C (photo <br />6). The irrigated pasture was walked and looked good. The vegetation looked healthy and no patches of weeds <br />were observed in the reference area. An irrigation line was placed along the northern and eastern sides. The <br />eastern side was being irrigated and water was in the ditch on the western side. <br />The area of former Mt. Nucla by the facilities, was recently cultivated to control weeds. The area will be seeded <br />later in the fall. <br />The following four paragraphs discuss the properties for which WFC is requesting Phase II bond release. <br />The dryland pasture vegetation looked good on the Richard's property. There were no patches of weeds, no large <br />areas void of vegetation and the species composition appeared to be consistent with the data submitted in SL -15 <br />(photo 7). There was a small embankment that could impound water in the area of the former Pond 14.
