August 19, 2015 C-2010-089/New Horizon North Mine BFB
relatively good condition and are currently functional but will need maintenance.
Pond 001 contained water but was not discharging. In the June 9, 2015 inspection report, it was noted that the 2nd
Park Lateral Ditch low point drain may have been leaking into the Pond 001 discharge flume. At the time it was
unclear if WFC had to sample the discharging water because it was flowing through the discharge point but the
source of the water was not Pond 001. WFC has since repaired this issue (photo 4). The 2nd Park Lateral Ditch
Drain now has its own separated discharge point from the Pond 001 discharge. By separating the two discharges,
it will now be clear if WFC has to sample the water discharging from Pond 001.
Pond 002 contained a small amount of water but was not discharging. Vegetation was starting to sprout on the
embankment of Pond 002 but is not well established yet. Some rills were starting to develop (photo 5).
TR -10 was submitted to the Division on July 16, 2015 incorporating the as -built drawings for Pond 002. The as -
built Map 2.05.3(4)-10 was verified during this inspection. Gabion baskets filled with rocks were installed at the
top of the Pond 002 east inlet (photo 6). The primary and emergency spillway pipe diameters and locations were
verified. Mr. Ross Gubka of WFC used a Trimble GPS unit to verify all the following elevations and slopes. The
primary spillway riser, the 18' primary spillway CMP, the emergency spillway drop inlet and emergency spillway
CMP were all correct. The weep holes on the primary risers were .2 feet higher than the map showed but the
Division does not have an issue with this item. The long handles to operate the weep holes were in place. The top
of the embankment was the correct elevation. The slopes on the inside of the pond were also measured. At 50 feet
south of the emergency spillway the slope was 33.29%, C' the slope was 33.27% and at B' it was 32.34%. In
conclusion, the Pond 002 as -built Map 2.05.3(4)-10 matches the on -ground conditions.
TOPSOIL — Rule 4.06
Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4:
The non -Progresso topsoil was live hauled from in front of the pit (eastern side) to the area east of the
topsoil stock piles.
ENFORCEMENT ACTIONS/COMPLIANCE
No enforcement actions were initiated as a result of this inspection, nor are any pending.
Number of Partial Inspection this Fiscal Year: 2
Number of Complete Inspections this Fiscal Year: 0
Page 3 of 5
